It started the way it always started. A girl, usually 14 or 15, from a broken home. Someone she trusted told her she could make some money — $200, maybe $300 — giving massages to a rich man who "liked to help people." What happened next followed a script that repeated itself hundreds of times over three decades.
“I'm not the only one. There are other girls doing it.”
The operation was industrial. FBI documents describe three massage-and-sex appointments per day — morning, afternoon, and evening. Epstein told one victim he was "a sex addict" and without "his release" it would affect his work. About every hour, Epstein would take a girl to his master bedroom. After each session, the maids would go down, make the bed, and clean up. This was the daily rhythm of his homes in Manhattan and Palm Beach for over 20 years.
The targets were always the same: vulnerable teenage girls, ages 14-17, from broken homes with absent parents and financial hardship. Existing victims were paid $200-$300 per new girl they brought in. The instruction was always the same: "the younger the better."
Ghislaine Maxwell trained recruiters personally. She would take them shopping, point out girls, and say: "See that girl over there... go get her." The cover story given to recruits was always some version of: "I know a really nice guy who likes to help people out. You can make some money."
"She did not go to high school because she made 'so much money' in middle school going to Jeffrey Epstein's residence."
One Eastern European recruiter told an FBI interviewee she "made $600 per girl and recruited three to four a day." If true, this single recruiter was earning $1,800-$2,400 per day feeding girls into the system.
Every visit followed the same choreography:
1. Girl arrives at the property — usually 9 East 71st Street in Manhattan or 358 El Brillo Way in Palm Beach.
2. Greeted by staff (Lesley Groff, the scheduler, or house staff).
3. Brought to the massage room.
4. Epstein lies on the table. Girl begins the "massage."
5. Escalation: touching himself, then touching the girl.
6. Payment: $200-$300 for the massage, escalating to $800-$1,000 for sexual acts.
7. Emotional manipulation: Epstein positions himself as mentor and savior.

The girls described a "false sense of love" — feeling that Epstein and Maxwell were "the only people who cared about them." Maxwell assumed a "big sister" role, taking victims bra shopping, going to movies, normalizing nudity. She told one girl: "Once you have a guy, he is grandfathered in."
Victims were paid in cash only, making paper trails impossible. Epstein kept a duffel bag under his desk containing large sums of cash for payments. Victoria's Secret lingerie was sent by FedEx as gifts — along with birthday cards signed by Epstein, sometimes with $100 enclosed.
When one victim became pregnant at 17, she called Lesley Groff saying she needed $400 for an abortion. Epstein gave her $1,000 in an envelope. She went to Planned Parenthood. This same victim was 16 years old and too young to sign a lease — she lived in hotels, including the Super 8. Groff knew she was underage and homeless.
This was not a secret hobby. The Palm Beach police chief who first investigated Epstein recalled that surveillance revealed "prepubescent children with braces and backpacks coming from school" entering his house. Aviation personnel reported "dozens of girls in one day."
One victim estimated she visited Epstein over 100 times between ages 14 and 17. Another brought approximately 20 girls to Epstein. And in 2010, after getting out of jail, Epstein asked a former victim: "When are you going to start producing?" — meaning finding new girls. She "cried for four hours."
Her name appears throughout the FBI files more than any person besides Epstein himself. Victims call her "the original girl finder." Her own mother called her "a big sister" to the girls. A Swedish mother who saw through the act found a more accurate word.
“She is a wolf. She picks the girls.”
Ghislaine Maxwell was not a bystander. She was the architect of Epstein's access to children. According to FBI interviews with dozens of victims and witnesses, Maxwell recruited girls, groomed them, participated in their abuse, organized the logistics of their movement between properties, and — when the investigation began — actively worked to destroy evidence and silence witnesses.
Her brother Kevin Maxwell introduced her to Epstein, connecting two worlds: the collapsed Maxwell media empire and Epstein's murky financial network. By 1995, according to British financial operative James Hatt, Maxwell was offering a literal "menu" of sexual services — "men, women, boys and girls."
Multiple witnesses used this exact phrase. Maxwell maintained the social structure that made the operation possible. She arranged meetings with celebrities and businessmen. She decorated the homes. She managed the photo binder system — large office binders with spine labels like "PB GIRLS" (Palm Beach), "727" (the plane), and "ZORO" (the ranch), filled with categorized photographs of victims.
Maxwell approached a 14-year-old working at a gym daycare in Jupiter, Florida around 1992-93, offering modeling opportunities. She targeted the 9-year-old daughter of a Swedish mother, wanting to "take the daughter under her wing and have her move in." She told victims' mothers: "She's a daughter to us... we like to take care of her."
"Maxwell was mean to the girls." She wanted to make a mold of a girl's breasts; the solution was mixed incorrectly, causing a 2nd degree burn. At the island pool, Epstein said 'OK everyone take your clothes off' and his assistant was 'the first to take her top off, which she did with ease.'"
A middle school victim who began visiting Epstein's home at age 14 saw Maxwell at approximately 80% of her visits. Maxwell wrote her name in a contact book. Maxwell paid her in "very crisp" hundred dollar bills. Maxwell asked about her age and sex life. And then Maxwell asked the question that defined her role: "Have you found any younger friends yet?"
In one session, Maxwell told the victim "someone would be joining" her. Maxwell directed threesomes, told girls to "get on top of Epstein," and was described as "bossy" during sexual encounters. When one victim witnessed Epstein grab a blonde girl "very forcefully" and have sex with her on the massage table, Maxwell was present and "acted like it was normal."
A victim reported seeing photographs of Maxwell nude and pregnant on display in the residence. Multiple victims described nude photos "all over the walls" in the massage room, up the stairwell. Photos of "different female models" who "did not speak English well."
The victim "just knew" there were cameras in the clocks in the massage room.
Page 18 of the FBI's internal briefing presentation — a slide titled "PROMINENT NAMES" — is the single most significant page in the entire collection. It contains the FBI's own summary of what victims and witnesses said about specific powerful individuals. These are not rumors. These are FBI-documented statements.
Two victim statements are documented. The first: Epstein introduced a girl to Trump, who subsequently "forced her head down to his exposed penis," which she bit. Trump "punched her in the head and kicked her out." The date range is 1983-1985; the victim was 13-15 years old. The FBI annotated that this victim has a criminal history.
A second victim stated Epstein introduced her to Trump saying "This is a good one, huh," and Trump responded "Yes." She was approximately 14, around 1984.
A professional massage therapist confirmed massaging Trump's feet on Epstein's plane from Palm Beach to Teterboro. A separate victim stated Epstein was "always on the phone with Bill Clinton and Donald Trump."
Notably, one victim explicitly denied being a Trump victim, and the Palm Beach police chief recalled Trump calling the department saying "Thank goodness you're stopping him, everyone has known he's been doing this." Trump told the chief Maxwell was "evil" and "Epstein's operative" and to "focus on her."
Three statements. Maxwell instructed a victim to "make Prince Andrew happy by doing the exact same things to him that she did for Epstein." Island witness Steve Scully saw Prince Andrew "grinding against a young girl" in the pool. A third victim said Andrew and Epstein "flew on Epstein's plane and had orgies."
A woman visiting Epstein in February 2002 described the group traveling to Mar-a-Lago, where they shook hands with Trump, Melania, and Regis Philbin. The other girls in the group "seemed to have been underage."
Apollo Global Management co-founder. Two separate victims. One was told by Epstein associates to have sex with him or "something terrible would happen." She stated plainly: "Black ran a sex trafficking ring." He used her immigration status as leverage, told her he had "connections with the police" and was "friends with Epstein and Weinstein." He threatened to "pay people to destroy her life." He transferred $10,000,000 to Epstein around 2015.
Three victim statements. A middle school victim (age 15) identified Weinstein from a photo — he fondled her and offered to ejaculate on her chest. One witness revealed Epstein "encouraged a victim of Weinstein's to talk to an attorney, but it turned out that the attorney was an attorney for Weinstein."
Jes Staley (Barclays CEO): "Forced her to put her hands on his crotch and had rough sex with her."
Glen Dubin (hedge fund manager): Maxwell instructed victim to "do to Dubin what she did for Epstein."
Les Wexner (Victoria's Secret founder): "Always #1 on speed dial" on all of Epstein's phones. A victim stated Epstein earned his money from "having homosexual sex with Wexner."
Bill Clinton: A non-victim "was invited to an orgy with Clinton but did not attend." Documented on the plane for a September 2002 Africa trip with Kevin Spacey, Chris Tucker, Secret Service, and four young women aged 20-22.
William Barr (Attorney General): NTOC tip stated "Barr and Black were present during abuses."
“Epstein would bring these pretty model girls around these business men to further his business.”
The FBI's briefing includes a "MISCONCEPTIONS" slide: "No orgies or threesomes involving 2 males." Victims were "not held captive." Epstein did not run a "commercial prostitution operation" — this was a personal abuse network where he shared victims with specific powerful individuals.
An April 2025 FBI evidence review found that in the non-commercial videos and images seized from Epstein, no third-party men appear. If blackmail tapes existed, they were not in the material recovered.
And an SSA on the Child Exploitation Task Force stated explicitly: "While media coverage references a 'client list,' investigators did not locate such a list."
The abuse lasted decades. But so did the effort to make it disappear. Evidence was shredded. Flight logs were doctored. Witnesses were silenced. And at every turn, powerful people looked the other way.
Pilot Larry Visoski flew for Epstein for 28 years (1991-2019). In his proffer to the FBI, he confirmed that around 2008-2009, passenger names stopped appearing on flight logs. Then around 2010-2011, Epstein directly ordered both pilots to stop recording any passenger names. Only Epstein's name was to appear.
By this point, the flight records had already been turned over to Epstein's attorney Jack Goldberger. The pre-2008 records that survived were used at trial. Everything after was gone.
In 2007, federal prosecutors had drafted a 60-count indictment against Epstein. It was never filed. Instead, Alexander Acosta, then U.S. Attorney for the Southern District of Florida, approved a deal: 2 state charges, 18 months (he served less than 13), and a Non-Prosecution Agreement that protected not just Epstein but four named co-conspirators and "any potential co-conspirators."

The Palm Beach police chief who built the case recalled confronting Acosta, who admitted the defense had him "very frustrated" and that there was pressure from above. The state's attorney had called the teenage victims "not credible," showed their MySpace pages, and "refuted minute details" in the probable cause affidavit. Private investigators hired by Epstein began pulling police officers' trash.
In 2018 — the same year SDNY reopened its investigation — approximately $250,000 was paid as hush money to suppress a victim. This was on top of the NDAs victims had been forced to sign, the $10M transferred to Epstein from Leon Black, and the financial entrapment of victims through immigration status manipulation.
One victim was forced to spend the night at Epstein's Palm Beach home after being sexually assaulted. Epstein had a gun sitting in the room during the assault. He then took nude photographs of her and threatened to publish them on the internet if she didn't return. She was coerced into returning multiple times through April 2008.
Maxwell's efforts to silence witnesses were systematic. In 2016, she contacted film producer Guy Louthan to find out if a woman he was dating was "involved with an investigation." The woman was so frightened she "would turn white and sometimes stammer" when Epstein's name came up.
Maxwell's attorneys also contacted witnesses, using legal privilege as cover for what amounted to tampering — asking what they knew, what they'd said to investigators, and whether they planned to cooperate.
Perhaps the most disturbing dimension: FBI Confidential Human Source (CHS) reports — uncorroborated intelligence tips that represent source claims, not FBI conclusions — point to possible foreign intelligence connections. One October 2020 CHS report was simultaneously filed under the Epstein case AND a "2020 Election Influence Threat" assessment. The synopsis: "Foreign influence on U.S. officials by Israel, Russia, and [redacted]."
A separate CHS reported that Epstein and Maxwell "were Israeli spies." Maxwell's siblings "did a lot of stuff for the Israelis" and their father Robert was "a Mossad spy." The CHS described Maxwell's habit of photographing herself with prominent people as what "foreign spies do to present to handlers for credibility."
On August 10, 2019, Jeffrey Epstein was found dead in his cell at the Metropolitan Correctional Center in Manhattan. He was the most high-profile federal inmate in America. The FBI's own documents tell the story of what went wrong.
After his arrest on July 6, Epstein was placed in the Special Housing Unit with Nicholas Tartaglione, a former police officer charged with quadruple murder. On July 23, Epstein was found with injuries — his first apparent suicide attempt. He was placed on suicide watch for approximately 24 hours only.
The MCC had two surveillance recording systems. DVR2 failed on July 29, 2019 — 12 days before Epstein's death. The Bureau of Prisons didn't notice it had stopped recording until August 8 — two days before Epstein was found dead. Between July 23 and August 9, inmate head counts were missed 5 times.
Six days after Epstein's death, on August 16, 2019, a federal corrections officer called the FBI to report something he had never seen before.
A BOP "After-Actions team" arrived at MCC. The officer had "never seen this amount of bags of shredded documents" being removed from the facility. An inmate was helping throw bags into the dumpster at the rear gate. A staff member instructed the inmate: "Make sure you get that box too." The inmate complied because "he doesn't want to get in trouble." A staff member was overheard saying: "This isn't the first time I've had to do things like this."
The shredding continued for at least two days. The officer urged the FBI to secure the dumpster before it was picked up Monday morning at 8 AM. "Officials from AIG, FBI and BOP" were in the building during this time.
Epstein's death ended any possibility of a trial that would have put powerful names under oath. The Non-Prosecution Agreement from 2008 had already shielded "any potential co-conspirators." Now the principal subject himself was beyond the reach of justice. Maxwell would be convicted two years later — on trafficking charges, not on the full scope of the network.
One victim's mother told the FBI how she felt when she learned Epstein was dead. Her daughter had been targeted at age 9. She had been willing to testify. Now, she said, "justice would never be complete."
